New article: 'Violence Is the Heart of Brazilian Politics'

An extraordinarily deadly police raid in Rio was anything but an aberration

In this new article for Foreign Policy, Brazilian Studies Programme coordinator Felipe Krause argues that Brazil’s “war on drugs” has evolved into a political economy of coercion. Drawing on the recent Alemão–Penha mega-operation in Rio, the piece shows how militarized policing, criminal markets, and electoral incentives reinforce one another — and outlines concrete reforms to reduce police lethality, curb militia collusion, and strengthen international cooperation.
